The Town of Kremmling (hereinafter called the "Owner") is requesting proposals for a Construction Manager at Risk (CMAR) for the Water Treatment Plant Improvements Project. Emailed proposals will be received by the Owner’s Representative until April 7, 2023 at 4:00 PM. Proposals shall be emailed to the Owner’s Representative (contact information listed below). Late proposals will not be accepted. It is the proposing CMAR firm’s responsibility to ensure proposals are received by the Owner’s Representative: Element Engineering, LLC Nicholaus Marcotte, P.E. nmarcotte@elementengineering.net 303.378.2969 Electronic bid documents (Request for CMAR Proposal) will be distributed electronically and can be downloaded at Element Engineering under "Project Bidding". Documents will be available March 13, 2023 at 4:00 PM. The charge for documents is $30. The Quest CDN project Number is 8217768. A mandatory pre-bid meeting will be held at the Kremmling Town Hall (200 Eagle Avenue, Kremmling CO 80459) on March 30, 2023 at 10:00 AM. A site visit to the water treatment plant (WTP) location will follow the meeting. The town has engaged Element Engineering to provide design, permitting, CMAR bidding, and funding coordination. Element is currently working on a preliminary floorplan of the treatment facility to determine the footprint required for construction. The WTP will generally consist of two (2) ultrafiltration skids (treatment capacity to be determined), chemical feed system(s) and associated piping, fittings, and controls. The project will also include the construction of a 500,000-gallon water storage tank adjacent to the town’s existing storage tanks. Bidders are hereby advised that the Owner reserves the right to not award a Contract until sixty (60) days from the date of the opening of the proposals, and CMAR firms expressly agree to keep their proposals open for the sixty (60) day time period. Owner reserves the right to reject any and all proposals, to waive any informality, technicality or irregularity in any proposal, to disregard all non-conforming, nonresponsive, conditional or alternate proposals, to negotiate contract terms with the successful CMAR firm, to require statements or evidence of CMAR firm’s qualifications, including financial statements, and to accept the proposal that is in the opinion of the Owner in its best interest. Owner reserves the right to accept any combination of Bids which in Owner’s sole, and absolute judgment will, under all circumstances, best serve the Owner’s interests. Owner also reserves the right to extend the Bidding period by Addendum if it appears in its interest to do so. This project may receive funding from the Colorado State Revolving Loan Fund (SRF) program and bidder’s attention is called to the SRF requirements included in the RFP package. The contract includes Disadvantaged Business Enterprise (DBE) requirements and goals. Certified DBEs are encouraged to bid.
